Problem dialing 7 digit NI2

Moved Option 61 and changed local carriers, Local provider is MCI. dcl setup for NI2, when dialing 7 digits call being rejected, cause code 28, incorrect number format is the message I'm receiving. MCI wants me to change call format from Natl to Local, anybody know how to do that?

When dialing 10 digits call is processed.
