problem connecting 2 tde 100

hi

I connect 2 tde 100 with tda 0490 ip gw cards but i have 2 problems
1st : i cant make outside calls from the secondary pbx , the sip lines are intsalled on the primary pbx and when i try to make a call i get a busy tone ????
2Nd : i cant use an extension number of the secondary pbx to an incoming call distributor group of the primary pbx it gives me an error of invalid extention number

Please anyone can help ????
