Problem between two routers

Hi

i have two routers : C1841 and C2901

On C1841 i have Incomplete Arp Request :

Cannot ping 10.96.98.9 which is interface on C2901.
I have changed twice cabling and nothing.
Noticed that on both interfaces traffic is going out, but not in.

Do you have any idea what can be an issue ? it was working ok before tonight
 
how are these physically cabled?? are they connected via x-over or do you have a switch between them??

I hate all Uppercase... I don't want my groups to seem angry at me all the time! =)
