Problem applying mailbox policy to a mailbox store

I have just created a new mailbox policy for a fresh install of exchange. When I try to apply it to the domain users in active directory, I cannot find "domain users". It won't even fined an individual user in AD. I type in for example "domain users" and click check names, but nothing is showing up. I checked AD, and Domain users is in there.
