Problem adding Licenses to W2K

When I try to increase the per-server license number in our W2K Server, I get an hour-glass and the licensing service locks up. I have tried accessing this function from several directions, but each time I drill down to the server and Windows licensing, the same thing happens. I found an MS Knowledge-base article that told how to make changes, but it did not address the problem in which the licensing function will not respond.

Any suggestions would be appreciated.
