Problem adding additional server to existing site

We are replacing our old exchange server and I have been trying to add the new server to the same site, but there is an error during the install that I can not get around. The new and old servers and both NT and neither of them function as domain controllers. When I install Exchange 5.5 on the new server; I select the option to add to an existing site and it is able to locate the old server. The problem is during the directory replication phase of the install. It always ends up with this error.

An internal error has occured during directory replication. Stop and restart the directory service. Then try again. ID no: c1030b0d


Has anyone ever experienced anything like this?
