Problem 9621g VPN Phones

I have an issue with a 9621G phones that were enabled to configure the VPN VPN through a Fortinet , perform tests with a phone , I registered and I could take calls. Then continue with the other phones that I had to set up, to my surprise all phones entering the VPN but only two were able to register the telephone plant , the message displayed is Contact Call Server , I can only have two phones simultaneously recorded by VPN , the issue of licenses can not be because I have enough IP endpoint , the IP office is additionally release in August . Someone has something similiar happened ?

Users are correctly created Fortinet side and telephone plant , there is an extension which was the first to be set up that after update worked without problems , then following with other phones (8 in total) showed me the same phone on the display Contact Call Server these phones with the update files R9 Manager .

If you have 8 or more phones then use a router to router VPN and don't use the phones for settings up a VPN.
One or two would be fine but with more i have never seen a successful solution.

Your suggest is to put a VPN concentrator like SSG 20 Juniper.?
