Does anyone have a good place/book/etc that defines the Privilege levels 0-15 in great detail?

You can find out specific levels for the commands that you want by
show privilege command [command]
Most things are level 15 or level 1. I believe
show privilege all
shows everything with it's correspinding level and
show privilege level [#]
would show just commands at that level.

You can assign different commands to each level and it processes via heirarchy - if you are a level 10, you can execute any command assigned to your level and lower.

Also to note, the default for username bla password cisco---
doesn't this default to level 7, or is that the description of the encryption method?

Here are two articles that will help you to understand privilege levels - you "define" them, set the passwords, and decide what commands they can access yourself. There are two privilege levels defined by default, 0 and 15, 0 being no access to change anything and only run some "show" and other commands, and 15 being able to smash the daylights out of a system if you so choose.
