Private Network Issues

I am in the middle of a merge right now and need advice on using Static IP DSL to create a VPN to join a private network. Right now the network is completely private and all workstations are connected via dry pair circuits. We are trying to add about 5 locations to this network. The locations are allready ustilizing static IP DSL. If the server was to recieve a public IP address, could I use a VPN to join the private network? I know there are easier ways to network, but unfortunately my path is riddled with politics and a low buget as I'm sure most of you are used to. Thanks for you time.
 
You don't need to give a server a public IP. All you need are routers that support gateway to gateway (site to site) VPN.

NetASQ has a neat line of router/firewalls that support gateway to gateway VPN which are also extremely safe.
