Priority of traffic on Alcatel router by QOS

I'm using an ADSL-line together with my neighbour and I want to limit the bandwith on ip-level, or by giving priority to http above ftp traffic.

When my neighbour is downloading from Kazaa and has an optimal connection he got's the whole bandwith. If I want to browse the internet a got no response. Therefore I want to manage the traffic on some kind of ways.

For example:
- By using QOS and limit bandwith (but how to configure?)
- By prioritizing http traffic above ftp traffic
- By .....
