Priority group for Outgoing Lines

We have a merlin legend system here and not enough outgoing lines for everyone to use at the same time. Someone told me that there's a priority group set up in the system for some people to take priority over the outgoing lines over non-essential people.

I use the WinSPM program, but don't know where to go in there to see this group and make changes or adjustments to it. Any help is greatly appreciated, thanks!
 
It's fairly involved, but you want to read up on Automatic Route Selection and Facility Restriction Levels.

Currently, all your lines are in the main pool, and that is what is used when someone dials 9 and a number. By putting some of the lines into another pool, making a new route with a higher FRL, and raising the FRL of the extensions you want to be able to dial out on them, you keep your "regular" users restricted to the main pool lines.

It can also affect your incoming call routing as well, so consider all angles.
