Priority Call Back Feature Implementation

I need help from you for implementing the following features. I have a Meridian 11c with Call Pilot.

If a user is busy on phone and someone calls up, he will get a busy tone on the extension. In this case the caller should press some code so that he starts listening to the hold music and he gets connected to the user as soon as he finishes his conversation.
