Prioritize outgoing calls to certain lines?

Is it possble to prioritize which lines get used?

We are a small office, and I want to use my fax line as an outbound line, but only if the other lines are in use.

We have a IPO 406v2, running the latest version 3.1(56)

Is this possible?

Via LCR and line groups ID.
so normal lines are say line group 0
fax is line group 1

IN LCR CREATE PROFILE

In first tab try the follwing

SC N
DIAL N
Line Group 0
FEATURE DIAL

Then in alternate route

SC N
DIAL N
Line Group 1
FEATURE DIAL

Very basic way I have put it but try it.
