Printing size in PSP x2 1

My wife asked me if I could print a photo of our grandson and daughter for a fram she purchased.

The Frame is 18cm in height, by 13cm wide (or 7x5 inches).

Despite all my attempts in using resize (under images) to 18 x 13 etc, or trying to find a template that would have that size, all my attempts to print come out either too big, or too small. Rather frustrating.

All my attempts are in economy print, I wont use best glossy print till I have achieved my goal.

Is there an expert who could kindly advise me, please.

There's probably a fancy way to do it but this quick and dirty solution works for me...
Create an image with a series of color-coded overlapping rectangles of decreasing size, each rectangle slightly smaller than the previous one. Print the image and examine the result, determine which rectangle best fits your frame.
Overlay your photograph as a new layer and re-size it to cover the rectangle you selected as the best-fit. Recolor all of the rectangles on the background layer as white. Print your image again.

I'm afraid what you suggest looks far too complicated for a nurd like myself.
