printing reports in Accpac 2012

accpac 2012 sp3
sql 2008 r2 sp2
windows 8

when printing reports (any report eg tb) I get the error
rystal Reports Error: The type initializer for 'CrystalDecisions.CrystalReports.Engine.CRPE' threw an exception.

tried installing crystal reports X1 or 2008 same issue
