Printing problem on RISO RP3700

After we build the booklet in InDesign 2.0 we get fine lines at the beginning of each paragraph that aren't there before we build the booklet. In addition,Ads we have scanned in using Photoshop 7.0 suffer a serious degradation in crispness. We print proofing pages off the same machine before building the booklet and everything is crisp. It really makes the finished product look awful. Anyone have any iseas why this happens, and more importantly how to fix it?

The printer in question is a Risograph RP 3700.
