We have Active directory + Printer server is on Windows Server 2003. All network printers are HP and using Universal Printer Drivers PCL6. Printers are shared.

Everything was fine when we had Windows XP on user computers but since we have migrated to Windows 7, people are randomly facing issues that the printers randomly stop working and only way to resolve it is to either reboot the user computer or restart spooler service.

Any advice on this?

Perhaps adding the printer as a local printer would do the trick:
5. Install Network Printers Locally
If the printer is on a network, you may need to tell the Add Printer wizard that you're installing a local printer, use LPT 1 as the port it's connected to, and then change the port setting after the driver is installed. To change the port, go to the Devices and Printers dialog box, right click on the printer name, and choose Printer Properties (not to be confused with Properties). Then choose the Ports tab and the Add Port button. In most cases, you'll want to highlight Standard TCP/IP Port, choose the New Port button, and then work your way through the rest of the wizard screens, entering the Printer's IP address in the appropriate dialog box.

Only ask questions with yes/no answers if you want "yes" or "no"

thanks for the info but we want to control printing of users and we will have no control if we install them locally

make sure you update your AD schema on the 2k3 box.
update the GPO editor

then follow this link:

The GPO adds printers to the client as if you had added them locally rather than a scripted method.
