Printing Header and Footer Problem

Our project requires headers and footers at the top and bottom of every report. We have successfully inserted them in the .css files in the <body> style as a background image. Unfortunately, these images do not print when the report is sent to the printer. Is there a way to do this without putting the image explicitly in every single report? If so, please post the information. Any help, suggestions, or advice would be appreciated!
