Printing data in a report to a pre-printed form. 1

I have Access 2000 (new user) and I am trying to print data to a pre-printed form. The form is letter size but has 2 forms (8 1/2 x 5 1/2) per page. I can get record 1 on the top form to print in the correct position but record 2 on the bottom of the form prints about 1/4 higher than it should. I am only using the detail section of the report, no header or footer. If I make my detail section 5 1/2" high, than record 2 will not print on the bottom but will print at the top of the next page. I can only get record 2 to print on the bottom form if I make the detail section 5 1/4" or less.

I assume you have already tried changing the margins in File->Page Setup?
 
I have set the margins as low as they will go (0.25"). I am using a Lexmark 4039 laser printer.
 
Yeah, I have one of those...

I don't know anything else to try, sorry.
