Printing - auto creating security

Does anyone know how to setup the default security for printers on Citrix
XP/Windows 2000 for auto created printers. The users who share the printer
get full rights but other users don't seem to have any rights. We made the
printers permanent and changed the security but this causes problems when
people print and the client isn't sharing the printer, the print jobs just
sit in the queue until we delete them and stop/start the server print
service.
