Printing as a power user?

Why does a power user not have the right to install a local printer on Windows XP? For me to change this setting I have to go into the gpedit.msc and change the setting in Computer Configuration>Windows Settings>Security Setting>Local Policies>User rights assignment>and change the load/unload device driver privalege, for auth. users. There has to be a better way?
 
Sad but true, I think that is the only way.

My only suggestion is to create a pol file and push it to all of your power users.
 
A long explanation of why:
The important note is that if the printer is "Plug and Play", then cancel the New Hardware Wizard and use the New Printer Wizard. You will not need Administrator credentials in this case.

The note above details exactly when the Power user as a client-side (rather than Server side) installation will require credentials.
