I publish an A5 size 20 page church magazine. At the moment I put 2 A5 pages on 1 A4 landscape publisher page. Pages are printed double sided, collated, stapled and folded. So manual page numbering is horrible (especially if I have to add or delete a sheet of paper). Continuation footnotes are not automatic etc, etc.
Creating a .pdf to put in a web site results in a page ordering mess unless I completely cut and paste into a new document in correct A5 page order.

Is there a way of starting with A5 pages in the correct order and printing them 2 to an A4 sheet (not in sequential pairs)?

You are talking about booklet printing. It's quite easy and if you're using a design template, just choose a booklet. The page set-up will be A4 and landscape.

If you're using a blank design, just choose a folded publication from the Blank Publications area of the desing gallery. You just add page numbers as footers and the printing sorts itself out.

You may wish to cut and paste various consistent objects into a blank design and save as a Template, then you can use it any time.

To help yourself understand it, make a small mock-up with page numbers and you'll get the numbering process.
