Printers via group policy

I've setup a group policy (user preferences) to install printers to XP clients and it works well. Now I need to install the same printers when a user logs into a terminal server. I'm using the same GP and when the same users login to the terminal server, the printer does not get created and there is an error in the event log id 4098 "Group Policy object did not apply because it failed with error code '0x80070005 Access is denied.'"

I've attempted to apply the GP to the domain admin user and I get the same result. Is this just not possible on a terminal server?
