Printer setup problem OSX 10.3.9

I had to reinstall OSX and have updated to 10.3.9. My network settings have been updated and networking and Internet are working properly. AppleTalk must work too as under Classic I can connect to the 3 printers on our network. The problem is under OSX when I run the Printer Setup Utility it can't find any of the connected printers. I click Add Printer and select the AppleTalk option and the program can't find any of the connected printers. Any help and ideas would be appreciated.
 
Do you see the servers when you browse the network neighborhood?

You could also try to connect directly to a server by using Finder->Go->Connect to Server and typing in

afp://server_name

and see if you can see the servers that host the printers.
 
Check in OS X Network settings to see if Appletalk is enabled there. Confirm that it is set up right as well if you are not using an apple seed router.
