Printer problem: shown as stopped

The printer is shown as stopped. I don't know much about Mac at all. How do I troubleshoot?

Mac OS 10.4.

It's a HP printer but the Mac connects to the printer as a lpd (line printer daemon). It's using the option of connecting to the printer using TCP/IP protocol.

the printer has a STOP icon on it and nothing can be printed.
 
Open the printer - should be in user/library/printers. Click on any jobs in the printer and delete. Then click start.

Using OSX 10.3.9 on a G4
