Printer drivers installing everytime user logs on!

Dear Techies,

I have got problem with a print server. I've got a single print server with around 70 printers. Many users are having issues with a really slow response from printers.
I have noticed that on many workstations (not sure if not all of them), the printer drivers are downloaded and installed every time users log on or try to connect to a printer.
The print server is not doing much most of the time, so it's not the resources issue.
I've tried to Google for it but to no avail. There are lots of events ID 20 on the workstation. Does anyone know why printer drivers install every time users log on? Is that normal? Another thing: I've noticed that some printers like PCL5 better than PCL6. Does anyone know which drivers are better?

We use Windows 2003 SP2 (print server) and Windows XP / 2000 Workstation

Any help appreciated.

Ensure all the NIC's are newer models, and/or up-date firmware for them.
The driver loading could be because the workstation has not mapped to the printer. Go to add printer, select network, and find. Pick printer, and let the wizard finish.
If connections are lost, Check your network server.
