Printer Default Keeps Changing

I cannot find anything concerning this issue on any forum up to this point, and I am getting quite frustrated. It appears that anytime my users restart their computer, the default printer changes. On a simple logout/login it doesn't happen. This is only happening on my Window 2000 systems, and it seems to be happening on about 50% of them. We are running Novell Netware 5.1 with NDPS printing. It does not seem to happen when I as administrator log in. Only if its the user that logs in after a shut down or restart. I did change their rights from power user, to administrator, yet it still happens.
Anyone out there with any idea's??
