Printer connection

I do have a pc with win xp pro that has 2 nic's; one of them has been configured with static ip and the other one configured with dynamic ip; so i connected a network printer in the nic that has a static ip and the other nic is connected to the network; so my question is why i cannot
go to the printer configuration?
 
have you reserved the IP on the DHCP server for your network?? Is there a port for a network cable on the printer?? If both of these are yes then just plug the printer directly into the network and connect using a TCP/IP port when adding a new printer that way it is accessible to multiple users.

You said you connected the printer to your NIC with the static IP. Whats on the other end at the printer side of the cable? Do you have an IP address assigned to that?
