Printed tables are centered

I have a page where users can print online forms. There are multiple forms and I have inserted page breaks after each so that each form will have its own page. The problem is that the forms are not aligned to the top of each page. They seem centered on the page vertically but I cannot tell for sure. Why are they not aligned to the top?
 
How are you aligning them to the top. Are you certain that the method you're using is compatible with the browser.
