Print tracking on Server 2003

I was surprised when I received no hits on any of my searches so here goes;

It seems I have a phantom printer, someone who is sending anonymous print jobs addressed to upper management to various printers. I had initially locked down printing so that only people who were in close proximity to a printer could use it. Made sense to me... Then the flood of 'I can not do my job because I can not print across town' started coming in.

Now upper management wants (for free) reports on who prints what to where and when they printed it.

I realize it is not going to be a freebee but I would like to make an informed purchase based upon testing what the fine folks here recommend.

With out this turning into some kind of holy war, what would be the best print monitors for me to look at.

I have a couple hundred printers to monitor.
