Print Management Email Notification Problem 2003 Server

I am trying to troubleshoot why from my server I cannot get any email notifications I have setup for Custom Filters under Windows 2003 Print Management. When I go to the filter and select Test, I never receive the email. This server is part of the domain and all preferences are correct. I'm running a 2003 Exchange Server. Any advice would be appreciated.

I haven't used this before, but I am guessing it requires the machine to be set as a ip address for email relaying on your email system

I added the IP address of the print server to the allowed relay restrictions list and still didn't work. Has anyone got this working? Are there any other options for monitoring server print queues. This built feature will be awesome however I never get the email...
