Prime Set

I have multiple lines that ring on a phone. Does prime set within line programming have anything to do with the forwarding sequence? I have this persons private line that goes to her voicemail whhich is ok, but also the main number is forwarding to her voicmail?
 
If it rings on the phone then it will try to follow the forwarding of the phone.

So if outside lines are appearing and ringing on this person's phone and she is forward no answer to vmail then those outside lines are going to forward also.

The way to avoid this is to have the line just appear but not ring or have the Auto attendant pick up unanswered lines BEFORE the forward no answer timer sends the calls to her mailbox.

There is no auto attendant. She is ext 229 and has the main numbers and her line appear on her phone. Also ext 221 has all lines and her line appear on 221. There is no way to get this to work? I think the timer on 221 is set for 4 rings and I had 229 set for 6 but I still can't get it to work.
