Primary NT Windows Account list is not updating in Exchange Administor

When I add a new user or delete a user from the domain, the list in exchange does not update. I am not able to create the mailbox.

I can create a mailbox as I create the user, but the user is not able to connect to this mailbox - he is prompted to reenter his user name, domain, and password, which always fails.
