There are quite a few vendors that sell the Partner product line. I, myself, use Metroline.

Many Avaya Business Partners won't sell them until Avaya proves that all issues have been resolved. Avaya is supposedly affixing a green sticker on all R7 processors that are "bug free".
The R6 is still in production and the vendors sell them instead.
