Interfacing PRI with a Cisco 2821. Outgoing is fine, incoming is no go. Above eror and incoming message on D channel reads "MSG not compatible with state". No IP involved.

It looks like a protocol mismatch, with one side sending messages the other doesn't recognise, here's the NTP entry for the message:
PRI0232 Protocol Error: PROGRESS INDICATOR not supported. Output data: DCH: x
DATA: y . Where: x = D-channel number and y = Message type.

Posting the Meridian and Cisco config might give people a bit more to work with.

When I say protocol mismatch, you might have the same protocol at both ends but different versions, ie 1 end basic QSIG while the others QSIG GF for example.
 
Think there is a patch for that one have a search on the Nortel WEB knowledge base
