PRI TIE between a CCM and a Nortel PBX

I have setup a PRI between, a 61C-PBX from Nortel and a CCM release 3.3. it is working fine but some channels are being LockedOut in the PBX, the first few members. When calls go out, CCM uses bottom up, so it must be from calls coming in.
My route in the PBX is a TIE route. And I used a DTI24 as ISDN interface on the CCM.
I think this is a supervision issue, but I don't know where to add or configure supervison in the CCM.
(Lockout in the PBX is because the CCM is not releasing)
I used the DMS-100 protocol on CCM. I tried with the PBX as User, I tried as Network, no difference.

How is the PRI terminated?

MGCP or H323?

IF MGCP are you binding q.931 to ccm via backhaul support?
 
It is MGCP, the interface card is a DT24+, and don't know what "binding q.931 to ccm via backhaul support" is...

I noticed incoming calls and out going calls are using ports 23 and down. How can ports 1 and up become locked out if they aren't used. I have to find what device uses the ports 1st and up instead of bottoms first.

Ahh DMS100 has many problems on dt24+.. esp with nortel!!!
Did not notice in orig post you used DT24.

Change to ESS5.. Set DT24+ to isdn network..Set pbx trunk to ISDN user.
 
Compared my Cisco to Nortel PRI configuration and found only this difference.
