PRI problems with target lines and destination codes

I have a customer out in the field that is having a problem with rec'd digits and destination codes. When he goes and sets up a destination code of 9 to go out of PRI-A and then goes into target line and try's to setup a rec'd digit of 9(any digit) it wont let him. It will except the 9 but not anything else. It does let him setup anything else as a rec'd digit.

As soon as he goes into routing service and destination codes and removes 9 then he can go into rec'd digits and add 9xxx it will allow him to add it. I have not come across this before. Any idea's?

from the installer guide I found it in the tips for the received number:

A received number cannot be the same as, or be the start digits of a line pool access code, a destination code, the DISA DN or the Auto DN.
