PRI problem between CSE1000 and DMS 500

We have been using a CSE1000 to a Verizon switch over 2 PRI lines with NI2. We have been attempting to switch to Level 3 as our phone service provider over the same PRI lines. The Verizon switch is set up for Centrex so the only other thing we had to do was to remove the "9" insertion. We were unable to dial out with 7 digit dialing. We could only dial out with 11 digits 1npa-nxx-xxxx. This was with the Level 3 switch set to NI-2. When we changed to NI-1 we were able to fully dial out with no problems. the problem is we need NI-2 to have incoming CallerID NAME. The CSE 1000 shows LOCL when we do 7 digits, but the Level3 DMS 500 on monitor shows NATIONAL. Unfortunately there was no FireBird or such monitor to see what was really on the PRI line.
I have attached a trace using ld 96 and msgo and msgi on the CSE 1000 showing we are calling 6314892 and the TON is LOCL. Also have attached the trace from the DMS 500 (I don't know how the trace was obtained) but it seems to show that 6314892 is coming in as NATIONAL.
I have been told that NI1 is more forgiving and will work as this is configured but that NI2 will not. With NI2 this would work if we used 12026314892. I have additionally attached this trace. (These were not done at the same time but same results have been seen).
I have just found out that the Verizon switch we are using is a 5E and the PRIs are Lucent standard NI2.
Has anyone seen this problem before, and know how to fix it.

what dsel are you running.. change that and test... have you tried direct trunk access then 7 digits? i have seen simular problem where the user dialed 7 but we had to insert the npa, then the call cleared as local..

6 week later, they did a change on the dns and we had to remove the dgt..

another possible is change the call type.. your sending local but the far end see's nat.. very strange trac.. the cs side never see's it as a reg call

We are using NI2 CS1000E 4.5 with PRI's. We were having trouble getting calls to cross the Level 3 network to Vonage users as they were being rejected. Level 3 said we were not following the E164 rules of engagement. We were sending calls out:
CALLING #:8323370999 NUM PLAN: E164 TON: INTL
CALLED #:2816343344 NUM PLAN: E164 TON: NATL

Level 3 was rejecting our call because it was tagged with calling number E164 INTL but was in NATL format without the nation code of +1. We were able to remedy this by going into LD 117 and changing the ZDES CC to 1. After we did this the call went out:
CALLING #:18323370999 NUM PLAN: E164 TON: INTL
CALLED #:2816343344 NUM PLAN: E164 TON: NATL

In this format Level 3 passed the call to Vonage for completion. Maybe you need to find out from Level 3 what they are expecting to see when you are tagging your calls E164 LOCL. You must follow the rules they want you to follow for LOCL.

Level 3 should not receive your calling DN as NATIONAL because E164 NATIONAL requires 10 digits to conform to the standard. If they cannot change you can go into LD 117 and toy with ZDES to get 10 digits to go out instead of 7. We built a test zone and applied it to the lab phone till we had what we wanted. ZDES also changes CLID inbound so keep that in mind while testing.

Most carriers have changed to 10 digit dialing for all local calls. New NPA's for expanded areas are appearing every day. We have been 10 digit for almost 20 years now, but that opened up over 150 thousand numbers. Confirm with your carrier and make the changes.

We actually have to send Level 3 11 digits to get the call to go out through their switch. Have to send 1 plus the 10. As set our switch works fine with the Lucent 5E so we should not have to change anything on our end. I am hoping to be able to help Level 3 solve the problem.

you are right about the 10 digits but we have to dial 11 so it is tagged as Long Distance and goes to our LD carrier. Just 10 digits has the same problem as 7.

Hey Lavrunin,

We were on the Verizon network before and everything was going out fine like you. We thought the same thing when we moved our service to AT&T that the carrier needed to conform to us but AT&T our new provider told us that we had to change so good luck on getting Level 3 to bow down to your programming. Ask Level 3 if they are using filters to change your outbound LOCL to NATIONAL. If this is true, then yes you would need a 1 to make the call.

Thanks--Level 3 is not Verizon or ATT and is easier to work with on getting things resolved but I don't think they have the broad range of knowledge that companies using these switches for years have. They bought us companies and decided to go into this business. Their core business is IP and Dark Fiber. I will check on the filtering.
