Is it possible to use a PRI card and have Asterisk act as the switch? (I mean instead of having the LEC provide me with a PRI T1 service that I can't afford, I'd do it myself with a Digium card)
 
There are a group of telephone switching collectors that do something very similar, they use asterisk as tandem switches and interconnect to their vinatcge central offices and systems. some use t1 to channel banks and pick analog lines. I don't see why you couldn't do what you are trying to accomplish.

Check out their site and perhaps they could offer you some guidance.
