PRI issues on Magix

I am sitting right now working on two, a local and long distance T1, and they keep dropping calls right after they dial out. In SMDR, it shows them getting a line to dial out on, but in the call time it shows 00:00. They try again, same thing, try again, then they might complete. Sometimes it takes one try, sometimes it takes several. It is not number specific, nor does it appear to be trunk specific. Everything from my end appears to work find and I have no errors on any of the T-1 cards or the system.
 
no errors at all on the system, other than a board renumber a few weeks ago.
 
are you able to get a dial tone and make a call if you dial the TAC code directly?
 
same results. Problem with the LD T-1 seems to have been fixed. The LEC did not have the PRI set to return a busy signal when the dialed number is busy. The LD seems to be working correctly.

The local T-1 is hit or miss on dialing out. Now it seems the dial out number does not get a trunk when it hangs. the LEC is looking into, but I am curious if all trunks are busy. The local T1 is also an VOIP solution emulating a PRI. I am not convinced they have their router programmed correctly.
