There are several options.
You can use a dedicated E1/T1 leased only for voice (QSIG PRI), or install a WAN module in the G700 and use the leased line for both data and voice (over IP), converting your G700 to also be a router.
Both options will probably mean you have to purchase additional cards/licenses (DS1 MM or the WAN interface with Layer 3 licenses), unless you have them already.
The most economical option would be to use VoIP. Assuming a (data) WAN connection is already in place between both sites, this would require no additional hardware in the G700's (VoIP module is onboard by default). You may have to upgrade the WAN connection (bandwidth/SLA/QoS), but this is normally less expensive than hiring a dedicated E1/T1 connection between two sites.
It doesn't matter if the phones are IP or not (the G700 "translates" the VoIP to TDM when using DCP sets).
Hmm, just re-read your question and I now see you want to use one site as LSP for the main site. This means a QSIG-PRI is not an option, because you need to have IP connectivity between both machines. My advise would be to use the existing WAN. Even if you have to upgrade it to support VoIP the money is better spend because all other traffic will benefit from this as well.
