You can try Preflight under Advanced/Preflight. Select Profiles. Then Select Acrobat/PDF Version Compatiblity. Then select the version you want, and click analyze and fix in the bottom right corner of dialog.
Warning: if your pdf has features only supported in a more recent version (such as transparency: ok in v4, not ok in v3) you will get an error.
