Preview vs Print Layout

I've got a report that will be in the format of a letter when I've finished with it (hopefully!). I am at the stage of trying to check that the format is looking correct when the report is printed and finding/fixing the remaining problems in the report.

The main issue that I have is that when I preview the report, it looks about right but with no page breaks visible and the report claims to be just 1 page in length.(there should only be 1 page break in the report, just after the main portion of the letter, with the 2nd page listing a table of values).

If I switch to print layout, the report jumps from 1 page to 26 and the background is completely black apart from one section where I have specified borders (usually appears on page 20). When the report is actually printed the colours are as expected (No background with black text).

I have taken out all new page settings on start / end of group but this doesn't make any difference to the print layout at all.

Am I missing something obvious?
