I want a webpage that will function in two different ways.

First, I want to be able to select a picture to upload.
Second, after that file is selected and before it is actually uploaded, I want to be able to preview that picture.

How can I do this?

You wouldn't be able to preview the file before it was uploaded to the server. This is for security purposes.
You may be able to find an OCX control that would do it, but that would throw security messages to the client and also require the client to download the control, which most web savvy people will have automatically blocked or deny it outright.

Not only is it a security risk to do so, there is just no way for the page, which runs on the server, to access the client, they are not connected in any way.
