Preventing users from Closing IE

We have Internet Explorer 5.5 installed and working on a Kiosk computer and it is always being closed by users. Can we somehow lock down users from closing the program.

The operating system is Windows 98.
System policies may be the way to go, but has anyone accomplished this goal?

Open Regedit and navigate to:

HKEY_LOCAL_MACHINE Software Policies Microsoft Internet Explorer Restrictions

If any of these keys do not exist, create them.

Right click in the right hand pane and choose New>DWORD value and name it NoBrowserClose

Double click on 'NoBrowserClose' and set the value to 1 to enable.
