Preventing Employees from Uploading Via FTP

Anyone know a way using ACTIVE DIRECTORY to prevent users in the LAN from using FTP to upload information to the WAN through Group Policy?

If you want to use a GPO then all I can think of is to remove all ftp clients from the client PC's and then set a GPO not allow them to install software.
A better way I think is to set up your router to not allow traffic out on port 21.
