Preventing .csv file from opening Excel in IE Browser Window

I have users that access a .csv file from an FTP site. When they click on the file they receive an error message stating that the file cannot be opened. They click "OK" and the file then opens in Excel, though in an IE Windows. Is there a way to prevent it from opening in an IE Window and have it launch and open in Excel?
