Can I - a parent and admin on my home PC - block a user on the same PC (my child) from seeing or using the DVD drive? How?

Try taking a look under the various options under Computer Management. I know you can set user-level access on hard drives, I don't see why you can't set it for a DVD drive as well.
->Start - Right-click My Computer (or Computer) - select Manage.

Also, if you have a newer than XP version of Windows installed, you may be able to do this via Parental Controls.

If you can assign user permissions (under computer management) for the DVD drive, you should be able to add the user account in question, then deselect every permission type - read, write, full control. If you do this, I'd suggest putting yourslef in there as well with full controls.

Any mucking around with the Registry can be dangerous, so make sure System Restore is running, and also backup the Registry.

Launch RegEdit and use the Help program as it is your best source of information about RegEdit.

One thing you wrote got me a bit concerned:

A friend convinced me that Home Premimum could do everything I need it to. One of my "requirements" is setting up a seperate user account for each of my kids and putting them in a common group - so I could configure NTFS permissions for the "kids" group, which would spare me applying the same permissions for each account seperately. Is that not correct, i.e. do I already need to upgrade to Professional - before my PC even arrives? :-(


Also, is there a way to password protect printing on the kids' accounts - so that they will have an installed printer, but it will prompt for a password to actually print?

Home is the poor cousin of the other editions, missing out on specific options like Group Policy and "User and Groups" Snap-ins.

All Group Policy settings can be entered via the Registry but you have to hunt around to find the correct entries and data values.

At least the home editions of Windows 7 and Vista give you access to the Security Tab now.

I don't think Windows provides any passwords to access a local printer other than the user's logon password. There are some settings that can manage printers via Control Panel\Hardware and Sound\Devices and Printers\ "Printer Properties" and the Security Tab.
