prevent record insert into database table

To prevent a record from being inserted into an Oracle
table, I have used the raise application error method
in a trigger. Is there a cleaner way to prevent record
from getting inserted when an if field value is met using triggers or stored procedures ?

Depending on what you're trying to do, you might be able to use a check constraint. For example, if you want to restrict the values in a field to only have 'Y' or 'N' you can use a check constraint.
