Prevent Multiple Instances of IE7

We'd like to restric IE7 to only allowing one window to be open at a time (but can have tabs within it).

If CTRL-N or other method of opening new IE window occurs then IE should do nothing (i.e. ignore it!).

Is this possible??

However, I only wanted to stop a new window of IE and not stop them from using the TABS!

I probably wasn't clear enough in my initial post!
